Bismarck Reyes Turingan was designated as OIC Assistant Regional Director of the Commission on Audit, Regional Office No. II by no less than the COA Chairperson Michael G. Aguinaldo in July 2018.
He was born on October 14, 1956 in Solana, Cagayan where he grew up and studied from elementary up to high school. He took up his Bachelor of Science in Accountancy in the University of the East and became a Certified Public Accountant in 1979. He also furthered his education in Saint Paul University with a degree of Master in Business Administration.
He first joined the government service in 1977 with the Philippine Constabulary, Integrated National Police, Regional Office No. II as Accounting Clerk and in 1979, he joined the Commission on Audit as COA Auditing Examiner I. He started as staff in the Provincial Auditor’s Office in Cagayan and eventually became the head of the Performance Audit Office (PAO) of COA Region 2, Provincial Auditor of Nueva Vizcaya, Cagayan and Isabela, and a Unit Head of various government agencies including CSU, Northern Luzon Command, 5th Infantry Division, Philippine Army, DPWH, HDMF, LBP, BSP and PNP RECOM. His humble beginnings with the Commission grew until he was promoted to State Auditor V and became Regional Cluster Director of NGS, Cluster IV (Education), Supervising Auditor of NGS, Cluster 7, and eventually designated as OIC Assistant Regional Director.
One of his greatest achievements is being part of the elite group of United Nations (UN) Auditors. He was deployed in New York, USA to audit the UN General Head Quarters in 1983. He was also given opportunities to conduct embassy audits and property audit in Netherlands, Libya, Iraq, Mexico, Cuba, Tokyo Japan and Nigeria.
Director Turingan is happily married to Mrs. Avelina Caronan Turingan and blessed with children, namely, Mark Anthony, Anne Margarette, and Bismarck Jr..
